No, this is not liquidation. It's presenting work completed under government contracts.

podriadnye raboty before 1917 were ordered by the State, and
the State treasury paid for such works. 'sdacha' in this case means not only transfer but also reporting the completion as a reason to ask payment. 'kratchayshie' introduces an allusion, namely the ardent wish of supervising bodies to report the prompt execution of assigned tasks (and get some part of money paid for).
