"Rating," as "рейтинг", has come to be used in a broader sense in Russian, than in English. A "rating" (most frequently), in English, reflects the opinion(s) of somebody or some group of people. When you're talking about ordering by some criterion, "rank" or "ranking" is the more customary term.

So, something like this:

Human development ranking of Ukraine's regions.
OR:
Regions of Ukraine: human development index (HDI) ranking

Rank by life expectancy
Rank by level of education
Rank by gross regional product
Overall HDI rank

The "rank" tends to mean the position of a given country, while the list as a whole is the "ranking," but this distinction is not hard and fast.

So, if those columns in the middle are a list of all the regions in order, then you could make those three items "ranking" rather than "rank."
