TANDBERG Television would like to extend our appreciation to CJ Cablenet for the opportunity to provide a technical proposal and financial offer for the Video on Demand system deployment.
We fully believe that this proposal will be of immediate and direct benefit to the continuing success of CJ Cablenet. The system offered allows for an unrestricted business expansion of interactive television services together with the mechanisms to control costs both now and in the future. The proposal describes a modest 500 stream VOD platform that will readily scale across CJ Cablenet¡¯s networks. It may be of relevance to note that TANDBERG Television recently bid a comparative VOD system based on a figure of around 30% less than the established competition.
1. The case for TANDBERG Television
TANDBERG Television is actively committed to VOD having been instrumental in the success our Broadband business that was started in 2001. We recognise the importance of being able to offer VOD solutions for our cable customers and have taken the strategic decision to invest heavily in this area in a number of ways:
Investment in people; we now have experienced cable architects, VOD architects and dedicated commercial managers focused on delivering cost effective business solutions that will work and dramatically lower the cost of ownership.
Investment in product; to date over 20 man years R&D has been invested to develop the EQ6800 product family. TANDBERG Television invests around 12 - 15% of annual revenue in research and development and has a portfolio of around 160 patents; about 40 of these are related to RF modulation.
Investment in technology; in 2001, TANDBERG announced an investment in Entone, a server technology provider headquartered in California with R&D centre of excellence operating in Hong Kong. TANDBERG enjoys exclusive distribution rights for EMEA and works actively with Entone at every level to ensure that their highly competitive position is maintained.
Investment in partners; as part of our ongoing business providing broadcast solutions worldwide, we owe much of our success to the way we assemble best of breed technology by working with our business partners.
Investment in Professional Services; recognising that our customer base required complex yet elegant solutions, our Professional Services group is an expert group of technology and architecture specialists drawn from the industry. They act as an extension of Systems Integration responsible for the design of all manner of systems encompassing all of the technologies, techniques and trends found in digital broadcasting. We design, build and commission over 160 systems annually, around 25% are based on head-end solutions.

Source text - Korean 주성, 자사 고유기술 침해로 미국 AKT사 PE-CVD 장치를 대상으로 특허 침해에 대한 조사를 신청
LCD 및 반도체 핵심 전공정장치 전문업체인 주성엔지니어링(대표이사 황철주)은 AKT사의 40K PECVD장치(7세대)가 자사의 특허를 침해하였다는 근거로 세계 최대 장치 회사인 AKT사 PE-CVD 장비에 대한 불공정무역행위를 조사해 줄 것을 관계 기관에 신청하였다고 9월 6일 공식 발표하였다.
주성이 4년여에 걸쳐 수백억원을 투자하여 2002년에 독자적으로 개발 완료한 LCD용 PECVD장치는 외국계 회사가 독점, 공급하고 있던 LCD양산라인의 핵심장치이며 대당 100억원을 크게 상회하는 최고가의 장치로 주성은 최근 국내외 LCD업체들의 설비투자가 공격적으로 진행됨에 따라 AKT와 첨예한 수주경쟁을 진행하고 있었다.
주성 관계자에 따르면 AKT 7세대용 PECVD 장치는, 유리기판이 거대해짐에 따라 발생하는 문제점을 해결하기 위한 주성의 특허 기술을 침해한 장치일 가능성이 매우 높아 이 같은 신청을 하게 되었다고 밝히며, 이후 특허침해가 관계기관의 조사를 거쳐 사실로 판명될 경우 AKT장비에 대한 수입금지 및 후속조치로 연결될 것으로 기대한다고 밝혔다.
주성은 AKT와 문제해결을 위한 빠른 접촉을 시도하였으나 이루어지지 않아 부득이하게 관계기관에 조사를 요청하게 되었다고 밝히며, 이번 신청은 자사가 막대한 연구비를 투자해서 개발한 독자 기술을 보호하고, 자사 기술에 대한 자신감을 적극적으로 알리는 데에 목적이 있고, 이 장비를 사용하는 고객에 대한 조치를 목적으로 하고 있지는 않음을 분명히 한다고 밝혔다.
한편, 국내의 장치 회사가 AKT사와 같은 세계 최대 규모의 장치회사를 상대로 해서 자사의 고유 기술 특허를 가지고, 특허 침해를 근거로 한 불공정무역행위의 조사를 신청 한 것은 처음 있는 일이다. 이번 신청은 주성의 LCD 장치 기술이 이미 세계 최고의 수준에 있음을 반증 하는 것이고, 만약 관계기관에서 이번 조사 개시에 대한 결정이 이루어지고, 나아가 특허 침해로 판정 날 경우 LCD 장치의 세계 시장 점유율에 매우 커다란 변화가 예상되어, 그 결과가 더욱 중요하다 하겠다.
주성은 창립부터 연구개발 및 원천기술의 확보의 중요성에 대해 정기적인 교육과 사내 특허 장려 제도 등을 통해 현재 570건이 넘는 핵심 특허를 출원해서 국내의 반도체, LCD 장비업체 중 가장 많은 특허를 보유하고 있으며, 특히 최근 가속화되고 있는 주성의 특허 취득은 올 상반기 전체 코스닥 등록 법인이 취득한 특허의 13.3%에 이르고 있다.

JUSUNG Engineering Co., Ltd. (hereinafter referred to JEL) (CEO: Hwang Chul-joo), a semiconductor and LCD front-end process equipment maker officially disclosed September 6 that it has requested the competent authorities to initiate investigations into unfair trade practices involving AKT 40K PECVD (plasma- enhanced CVD) system (7th generation) supplied by Applied Komatsu Technology, Inc. (hereinafter referred to AKT), Applied Materials, Inc.'s subsidiary, the world's largest supplier of products and services to the global semiconductor industry, on the grounds that the PECVD system has infringed on the patent held by JEL.
The LCD PECVD system was independently developed by JEL in 2002 after investing tens of billion Korean WON over 4 years. This is the core device of the LCD mass production line. With its price per unit far exceeding 8.7 million USD (10 billion WON), domestic and foreign LCD makers have recently begun investing aggressively in related facilities. JEL is in keen competition with AKT for receiving orders.
An official from JEL stated that it requested this investigation because of the likelihood that the 7th generation PECVD of AKT infringes on the patented technologies of JEL, which were developed to solve problems related to the magnification of the glass substrate. If the patent infringement claim is proven through an investigation conducted by the related institution, an import ban and related follow-up measures will be instituted against AKT equipment.
JEL could not help but request investigation to the competent authorities after the attempt to settle the problem with AKT had failed. JEL wants to make it clear that the purpose of the investigation requested at this time is to protect the technologies independently developed at an enormous R&D expense by JEL. JEL also wishes to publicize its confidence in the origin of its technologies and thank those customers using its equipment.
On the other hand, This is the first case of a local system maker charging the world's largest company like AKT with infringing on its technology patent. This lawsuit reflects JEL's status as a global force in LCD systems and is certain to have an impact on the market shares of the world¡¯s LCD system manufacturers. The industry is watching this legal action closely.
Since its inception, JEL has applied for core patents covering more than 570 cases through periodic training conducted on the importance of acquiring fundamental technologies through R&D activities and an in-house patent incentive system. JEL has developed expertise in acquiring patents and currently holds the greatest number of patents among domestic semiconductor and LCD equipment makers in Korea. Even more remarkably, JEL now holds about 13.3% of the total patents issued by all KOSDAQ-listed companies this year.
