Victoria Edwards

Victoria Edwards is a participant in the career development program, a Federal Government Executive Development program. She is presently on assignment as a senior policy analyst with the Department of National Defence, Human Resources Military Policy and Planning. She has a Master's Certificate in Project Management from George Washington University (2000). Ms. Edwards graduated as a Bachelor of Military Arts and Sciences at Royal Military College and is working on a Master's Certificate in Public Administration at Dalhousie University.

In the first part of this paper, I will consider the importance of verbal, non-verbal and cultural communication in this milieu. In the second part of this paper I will consider how these layers of communication inform the selection of locally-engaged staff and pose challenges in the areas of confidentiality, bias and safety.
