One of the developments to come out of the Second Vatican Council is stably constituted bodies of consultation to provide for collaboration in decision-making on an ongoing basis. One such body is the Diocesan Pastoral Council, a representative group of people — mostly lay — from throughout the diocese to assist the bishop in discerning the pastoral needs of the diocese and proposing plans and strategies for addressing them.

I am very grateful to the members of the Diocesan Pastoral Council here in the Diocese of Oakland, who have been a great resource in helping us implement our five-year strategic plan. The Council has determined that, of the five diocesan pastoral plan goals, stewardship is the one we should focus on for this year, since it has the most potential of making an immediate practical impact on parish life.
This recommendation coincidently confirms what I am learning from parishioners and parish leadership during my visits to the parishes. The right goal at the right time is perhaps the best way to summarize the DPC’s recommendation.
A workshop on the theology of stewardship has already been presented to our priests, and another in-service has been offered to personnel working in the central services of the chancery office. Additional workshops are presently being conducted for parish leadership in the various regions of the diocese. All of these presentations are based on the pastoral letter on stewardship to the Church in the United States issued by the U.S. bishops some years ago.
In this letter the bishops describe a steward as follows: “A Christian steward is one who receives God’s gifts gratefully, cherishes and tends them in a responsible and accountable manner, shares them in justice, and returns them with increase to the Lord.”
The very word “steward” already implies the essence of the spirituality of stewardship, which is the practical way that Christians live out their faith in the world. That is, what we have is not our own; rather, everything we have and everything we are is a gift from God, is on loan to us from God to give back to Him as a gift.
In the Book of Genesis, God took the couple and put them in the Garden to “till it and tend it”, not to abuse it and not even to treat it as their own. This is really the theological foundation for stewardship. We do not “own” this world. It is for our good use and we are to care for it as good managers.
This is a Scriptural teaching and value that is not generally accepted in our American society and culture. It is contrary to our American work ethic and presumptions: “it all depends on me”; “if I work hard then I deserve all I have because I earned it.”
In fact, this is not the Christian view. We view all things of this world, everything we have, including our very lives and their length, our skills, our money, all our possessions, as gifts from God. Even the things we gain through our own hard work have come to us because we used wisely the gifts of good health and intelligence God has given us.
We are to manage all of God’s gifts wisely, to give Him glory and contribute to the common good; we are to be stewards of these gifts, and we will be held accountable for how we have used them when the “Owner” returns at the end of our lives.
I would make four brief specific points about stewardship.
Stewardship should be an expression of gratitude.
When you say “thank you” to someone, you do so because you are grateful for something they have done for you and given to you. That is pretty basic, yet sometimes we fail to acknowledge that God has done something for us and given us something. In fact, God has given us everything, “the world and its fullness”, as the Scriptures tell us.
So by practicing stewardship, we acknowledge that God is the author and giver of all we have. And we express our gratitude, not because God needs our thanks or that God gains anything from it, but because we need to be grateful.
Stewardship should be planned.
The decision to practice stewardship is just that — a decision. It requires thought, time and reflection so that it may be integrated with the other decisions of our lives. It should be part of a careful, intentional and prayerful response to God’s generosity. If we say and believe that God is important in our lives, then He deserves the time and the reflection it takes to make sure our response and gift are appropriate.
Stewardship should be practical.
It is easy to say “yes” to the Lord in the abstract. Perhaps everyone reading this column, if asked, “Are you a disciple of Jesus?” would respond, “yes”. But would our response be obvious to someone observing us?
St. James reminds us: “What good is it to profess faith without putting it into practice? Such faith is useless.” The invitation to follow Jesus had very practical and immediate effects on the lives of the first disciples. When it comes to Time, Talent, and Treasure, it should have similar immediate and practical effects in our lives as well.
Stewardship should be proportionate.
Part of our planning is that we give back to God the “first fruits,” those gifts given first, not last. We don’t give God the “leftovers” after all of our obligations and wants have been satisfied. We don’t give God a “tip” because he has done a “good job”! Our grateful gift should come from our substance, not our excess.
Again, not because God needs our gift but because we need to put God first in our lives, and there is no better way to show and do that than to give back to God the first and the best.
Obviously, a disposition and perspective that sees all we have as coming from and ultimately belonging to God radically changes our view of ourselves, our accomplishments, our world and our talents, and thus the way we live and even the way we pray. That is why a true understanding and practice of stewardship can have such a radical effect on the way we live our lives.
In essence, stewardship means living the way God created us to be: giving for others, with generosity and gratitude. It is what you do after you say “I believe.”
It is the way we practically live out the implications of what it means to be a disciple of Jesus by putting our love into practical action. This is what leads to true and lasting happiness, and that, ultimately is what God most wants for us: to be happy with Him forever.

The adumbrations of liturgical renewal begun in the 18th and 19th centuries, which then developed into a full-fledged movement involving the intervention of the Church’s highest teaching authority to direct it and move it forward, received its most forceful impetus with the Second Vatican Council.
It is significant that the first of the 16 documents to issue from this council was precisely the Dogmatic Constitution on the Liturgy, Sacrosanctum Concilium (along with that on the use of the modern means of social communication, “Inter mirifica” — “Among the wonderful”). We can see how the council received the ideas from the movement leading up to it and enhanced and developed them further.
The concept of active participation was certainly a central one, with the phrase occurring some 14 times throughout the document. Often it occurs alongside other qualifiers, such as “full” and “conscious.” This concept should be understood in light of the vision of the council that the variety of ministries exercised in the liturgy expresses the reality of the Church as a living body, each part of the body carrying out its proper function. The fact that St. Paul used this very image (cf. 1 Cor 12) suggests that this is a perennial challenge.
Various liturgical roles should be exercised in a way that expresses the corporate unity of the worshipping community. Secondly, “active” need not mean “doing something.” For example, when the reader is proclaiming a lesson or the choir is singing a piece, everyone else present participates by actively listening. Perhaps a good translation for the Latin word actuosa here would be “engaged”: We are present to the liturgical action, allowing it to seep down into the depths of our consciousness.
This thinking of the council becomes evident by reading this pivotal phrase alongside another frequently occurring one: that of the “restoration” of the Sacred Liturgy. By this term the council fathers articulated their vision of restoring the liturgy to what it was always meant to be: Catholics at Mass engaged in understanding and praying the liturgy with heart and mind, and this active engagement expressed in their reciting and singing the parts of the Mass proper to them, rather than sitting (or kneeling, as the case may be) as passive observers, saying their own private prayers. That is, personal devotion is to enhance one’s full, active and conscious participation at Mass, not substitute for it.
This, then, is how we can understand the council’s allowance for a greater use of the vernacular at Mass. It did so, however, within a paradigm of continuity by calling for preserving the use of Latin in the liturgy as well. Hence, Sacrosanctum Concilium states at No. 36:
The use of the Latin language is to be preserved in the Latin rites. But since the use of the mother tongue . . . frequently may be of great advantage to the people, the limits of its employment may be extended. This will apply in the first place to the readings . . . and to some of the prayers and chants.
This paradigm of continuity was the guiding principle for all aspects of liturgical reform, as, for example, with the form of the Mass itself: “care must be taken that any new forms adopted should in some way grow organically from forms already existing” (n. 23).
There can be no doubt that the use of the vernacular has made the biblical and liturgical riches of the Mass more accessible to Catholics. At the same time, the council’s mandate regarding the retention of Latin also holds out great advantages, two of which I will mention here.
First, there is a tradition of sacred language. We still use some words from Hebrew (Amen, Alleluia, Hosanna) and Greek (Kyrie eleison, Christe eleison) in the liturgy, although Latin has been commonly used since the Fourth Century. These were the languages of prayer of our ancient ancestors in the faith, and their retention in the liturgy gives us a sort of road map tracing us back to our roots and helping to solidify our corporate identity as the People of God of the New Covenant.
There is no question of not knowing what we are saying when we pray these words, while at the same time the use of sacred language “expresses the inexpressible” and a sense of mystery: we are doing something that is rooted in our daily lives, but is far greater.
Secondly, given the ease of travel and patterns of migration, the council was very prescient in advocating a common language for Catholics, as a way of fostering a sense of communion that belongs to no one national culture but is the cultural patrimony of all Latin-rite Catholics, regardless of land or language of origin. This is a reality we know well here in the Diocese of Oakland.
Greater use of the vernacular
Regarding the organic development of the celebration of the Mass, the council mandated a number of other changes besides greater use of the vernacular, which likewise had the purpose of enriching the worship of the Church.
Among these, enhancement of the place of the Word of God in the Church’s worship stands out most of all. The new Lectionary for Mass, with its expanded readings, revives the ancient usage of including a lesson from the Old Testament at Mass in addition to the Epistle and Gospel (during the Easter season, though, the first reading is from the Acts of the Apostles and the second from the Book of Revelation).
This renewed emphasis is expressed in other ways as well, such as the call for the homily to be an integral part of the liturgy rather than an extrinsic element introduced as if from the outside, and the restoration of the Prayer of the Faithful to conclude the Liturgy of the Word.
The paradigm of continuity, or organic development, applies equally to music in the liturgy. Continuing the direction set forth by Pope Pius X and continued by his successors, the council encouraged the singing of Gregorian Chant according to its Latin texts, as well as vernacular texts.
In fact, it mandated that Gregorian Chant be given the first place in the Church’s repertoire of liturgical music (principium loci, commonly translated as “pride of place,” means, literally, “the first place”). The council, however, did not rule out the use of other forms of sacred music — mentioning specifically polyphony — as well as further development of liturgical music. Such development, though, would have to preserve a sense of organic development of sacred music, incorporating new elements from different cultures in a way that preserves the character of the sacred rather than contrasts with it, in keeping with the three defining characteristics first articulated by Pope Pius X (holiness, beauty and universality).
Small hymnal issued
In order to further this goal, in 1974 Pope Paul VI issued a small hymnal, Iubilate Deo, containing simple chants for parts of the Mass and standard Latin hymns for use by the faithful at parish Masses. The subtitle given to it by G.I.A. publication, charged with publishing it in this country, makes its purpose clear: “Easy Latin Gregorian Chants for the Faithful According to the Intent of the Constitution on the Sacred Liturgy [of the] Second Vatican Council.”
This vision of the council has been reiterated in the key documents on the liturgy ever since, including the current General Instruction of the Roman Missal. At No. 41 the GIRM repeats the teaching of the council on this point, and reiterates its practical application:
Since faithful from different countries come together ever more frequently, it is fitting that they know how to sing together at least some parts of the Ordinary of the Mass in Latin, especially the Creed and the Lord’s Prayer, set to the simpler melodies.
The Council, of course, did not loose sight of the fundamental purpose and vision of the Church’s worship: the sanctification of the People of God. At No. 42 in Sacrosanctum Concilium, it makes an explicit connection between liturgy and evangelization: “efforts . . . must be made to encourage a sense of community within the parish, above all in the common celebration of the Sunday Mass.”
In addition to the sounds of language and music, however, the liturgy — now as always — also emphasizes the proper place of silence. As Pope Benedict XVI explains in his book, The Spirit of the Liturgy, written prior to his election to the Papacy: “We respond, by singing and praying, to the God who addresses us, but the greater mystery, surpassing all words, summons us to silence. . . . For silence to be fruitful . . . it must not be just a pause in the action of the liturgy. No, it must be an integral part of the liturgical event” (p. 209). Silence is integral to the liturgy, that is, it is just as important as the sound, necessary for fostering the participation of the heart. This kind of silence is also a form of active participation in the liturgy. As such, it is equally essential for building up that “sense of community within the parish,” which is effected and signified in a most privileged way at the celebration of Sunday Mass.
It is a sense of belonging to the community of the Church — which in real, concrete terms means the community of the parish — that the faithful will persevere in prayer and in the practice of their faith, putting that faith into action and spreading it to others. Certain lay movements and ministries which have developed since the Council have helped to realize this vision, even though the council did not explicitly speak of them. We can think, for example, of the ministries of hospitality and bereavement and the formation of small faith communities within parishes, not to mention the blossoming of movements such as Cursillo, Renewal in the Holy Spirit (Charismatic Prayer Movement) and Marriage Encounter.
We can take all this as a sign of the active and efficacious movement of the Holy Spirit in the Church since Vatican II, animating all members of the Body of Christ to realize its vision of renewal of Church life, each according to their own particular vocation and state in life.
Who we are as members incorporated into the Body of Christ finds its highest expression in the Church’s worship. We will reflect further on this in the next article.

El punto no es que no sepamos lo que decimos cuando usamos estas palabras en nuestras oraciones, ya que al mismo tiempo el uso de la lengua sagrada “expresa lo inexpresable” y trasmite un sentido de misterio: hacemos algo arraigado en nuestra vida diaria, pero de una grandeza mucho mayor.
Segundo, dada la facilidad de viajar y los actuales patrones migratorios, el Concilio se adelantó al defender la necesidad de una lengua común para todos los católicos, como una forma de promover un sentido de comunidad que no pertenece a ninguna cultura nacional sino que es patrimonio cultural de todos los católicos de rito latino, sin importar su tierra o lengua de origen. Esta es una realidad que conocemos muy bien aquí en la Diócesis de Oakland.
Mayor uso de las lenguas vernáculas
En lo que concierne al desarrollo orgánico de la celebración de la misa, el Concilio ordenó una serie de otros cambios además de un mayor uso de las lenguas vernáculas, que asimismo tenían el propósito de enriquecer la liturgia de la Iglesia.
Entre ellos el más sobresaliente fue realzar el lugar que ocupa la Palabra de Dios en la liturgia. El nuevo Leccionario para la Misa, con sus lecturas ampliadas, revivió el uso antiguo de incluir una lectura del Antiguo Testamento, además de la Epístola y el Evangelio (aunque en el tiempo de Pascua la primera lectura es tomada de los Hechos de los Apóstoles y la segunda del Libro de la Revelación).
Este nuevo énfasis se expresa también de otras formas, como convertir la homilía en parte integral de la liturgia, en lugar de un elemento extrínseco como introducido del exterior, y la restauración de la Oración de los Fieles para concluir la Liturgia de la Palabra.
El paradigma de continuidad, o desarrollo orgánico, se aplica igualmente a la música en la liturgia. Continuando en la dirección marcada por el Papa Pío X y seguida por sus sucesores, el concilio promovió el canto gregoriano de acuerdo a sus textos latinos, así como los textos vernáculos.
De hecho, planteó que al canto gregoriano se le diera el lugar primordial en el repertorio de la música litúrgica de la Iglesia (principium loci, comúnmente traducido como “lugar primordial”, que literalmente significa “el primer lugar”). Sin embargo, el concilio no descartó el uso de otras formas de música sagrada –mencionando específicamente la polifonía-- así como el ulterior desarrollo de la música litúrgica. Pero tal evolución debía preservar un sentido de desarrollo orgánico de la música sacra, incorporando nuevos elementos de las diferentes culturas de forma tal que preservara el carácter de lo sagrado, en vez de contrastar con él, a tono con las tres características definitorias articuladas inicialmente por el Papa Pío X (sacralidad, belleza y universalidad).
Publicación del pequeño himnario
Para lograr este objetivo, en 1974 el Papa Pablo VI publicó un pequeño himnario, Iubilate Deo, con cantos sencillos para algunas partes de la Misa, así como himnos latinos conocidos para su uso por los feligreses en las misas parroquiales. El subtítulo que le dio Publicaciones G.I.A., a cargo de su publicación en este país, deja muy claro su propósito: “Cantos gregorianos en latín para los fieles, de acuerdo al objetivo de la Constitución sobre la Sagrada Liturgia, del Concilio Vaticano Segundo”.
Esta visión del Concilio ha sido reiterada desde entonces en los documentos básicos sobre liturgia, incluyendo la actual Instrucción General del Misal Romano. En el n. 41, dicha Instrucción repite la enseñanza del concilio en este punto y reitera su aplicación práctica:
Dado que los fieles de diferentes países se reúnen cada vez con mayor frecuencia, es importante que sepan cantar juntos en latín al menos algunas partes del Misal Ordinario de la Misa, en especial el Credo y el Padre Nuestro, con las melodías más sencillas.
El Concilio, por supuesto, no perdió de vista el propósito fundamental y la visión del culto cristiano: la santificación del Pueblo de Dios. En el N. 42 de Sacrosanctun Concilium, se hace una conexión explícita entre liturgia y evangelización: “deben hacerse esfuerzos por promover un sentido de comunidad dentro de la parroquia, por encima de todo en la celebración comunitaria de la Misa Dominical”.
Pero además de los sonidos del lenguaje y la música, la liturgia hoy como siempre también le da su lugar apropiado al silencio. Como lo explica Benedicto XVI en su libro, El Espíritu de la Liturgia, escrito antes de su elección al Pontificado: “Respondemos cantando y orando al Dios que nos llama, pero el mayor misterio, más allá de toda palabra, nos convoca al silencio…Porque el silencio para ser fructífero…no debe ser una simple pausa en la acción de la liturgia. No, debe formar parte integral del acontecimiento litúrgico” (p. 209). El silencio es una parte integral de la liturgia, es decir, algo tan importante como el sonido, necesario para animar la participación del corazón. Esta forma de silencio es también una forma de participación activa en la liturgia. Como tal, es igualmente esencial para construir ese “sentido de comunidad dentro de la parroquia”, que se da en una forma especialmente significativa durante la celebración de la Misa Dominical.
Es un sentido de pertenencia a la comunidad de la Iglesia –que en términos reales y concretos es la comunidad parroquial-- en el que los fieles van a perseverar en oración y en la práctica de su fe, poniéndola en acción y trasmitiéndosela a otros. Algunos movimientos laicos y ministerios que ha florecido a raíz del Concilio han ayudado a desarrollar esta visión, aunque el Concilio no habla explícitamente de ellos. Podemos evocar, por ejemplo, al ministerio de hospitalidad en las parroquias y al de acompañamiento por duelo, así como las pequeñas comunidades de base y el surgimiento de movimientos como Cursillos de Cristiandad, la Renovación en el Espíritu Santo (Movimiento Carismático de Oración) y los Encuentros Familiares.
Podemos entender todo esto como un signo del movimiento activo y eficaz del Espíritu Santo en la Iglesia a partir de Vaticano II, que anima a todos los miembros del Cuerpo de Cristo a comprender su visión de renovación en la vida de la Iglesia, cada quien de acuerdo a su particular vocación y estado de vida.

Catholic Schools: Forming Faith for the Future
The Catholic habit of helping other people who they don’t know and may never see is an act of great faith. The economy may still be sluggish, but the investment in the poorest of our Catholic schools from every corner of the Diocese is showing strong returns.
The children in our inner city schools reflect the population of their urban neighborhoods. Most are minorities, as defined nationally, but in many ways they belong to important majority groups. For example the majority, 80%, are Catholic and as they come to know Christ better, they are making Christ better known to their Catholic and non-Catholic neighbors. In her article Catholic Schools: I’d Choose Them Again, in the current issue of Catholic Update, Elizabeth Bookser Barkley observes, “. . . where will the next generation of Catholic leaders learn about the teachings and vision of today’s Church? Catholic schools would be one option. . . . [grade school children] are fully infused with a set of values that can guide them as they interact with the larger culture: Catholic social teaching.”
Another majority in which our students find themselves, and in which they again reflect their own neighborhoods, is poverty. 89% qualify for free or reduced cost lunch program. Low income families need help to finance a Catholic school education despite all efforts to keep tuition affordable. It is also difficult for the schools to raise needed funds in their impoverished neighborhoods. A helping hand from suburban parishes is always welcome. Thanks to such help, enrollment in our seven neediest schools has actually increased 15%. The schools are collaborating with other inner city schools and non-profit organizations to provide important before and after school programs, summer programs, and other enrichment activities. Reading scores in the lower grades have improved. Teacher retention has improved dramatically since last year.
The vast majority of Catholic School students practice almost perfect attendance. Truancy in the public schools of Oakland and Richmond has become a serious problem. Thousands of public school children in these cities skip several days of school every school year. According to the Oakland Unified School District, “Truancy is a ‘gateway’ crime that opens the door to deeper trouble.” A local resolution to combat truancy blames it for “increasing crime and vandalism in our communities, resulting in appallingly low test scores, and low graduation rates for our students.” At our inner-city Catholic schools, where the truancy rate is below one-one-hundredth of a percent, it is a non-problem. Catholic elementary graduates go on to excel in high school, almost all will graduate, and most of them will go on to four-year colleges and universities. Many will be the first in their families to attend college, breaking the cycle of poverty into which so many of them were born.
While three out of every four students who graduate from St. Jarlath Elementary School will remain on the honor roll throughout their high school careers, high achievement is not the school’s most important characteristic. Students there are not only taught to know Christ, but to also to follow his example. Though many families are struggling financially themselves, the students are constantly involved in charitable works. Individual classes raise money for causes chosen by the students throughout the year. They support Catholic Charities, Community Outreach, and sponsor children in the poor countries of Sri Lanka and Guatemala through the Christian Children’s Foundation.
The same commitment to the poor can be found in every Catholic School, whether in the inner cities or the suburbs. Our urban Catholic schools are in a constant struggle to stay above water financially, which makes their spectacular accomplishments even more impressive. The largest share of your contributions to the Bishop’s Appeal is invested in these schools and your help is working to change lives in the best possible ways.

Prayer and Gifts for Vocations Bear Fruit

Coming from a very religious family, I was raised in a household where prayer and Sunday Mass was part of the normal family schedule. Studying in a Catholic elementary school, I was exposed to different ministries at very young age - from being an altar boy to joining the choir. I graduated from the high school minor seminary and studied at the University of Santo Tomas, Philippines for one year of college. That one year of normal college life made a big impact in my decision to go back to the seminary. As I was surrounded by different kinds of people at the university, I saw myself not losing all the values that I learned from the high school minor seminary but rather feeling the big reaffirmation that I wanted to be closer to the Church. I decided to continue my Philosophy degree in the major seminary and applied to the Diocese of Oakland before I started my theological studies.
My time on pastoral year at Holy Spirit Church, Fremont made an outstanding mark in my desire to become a priest. My experience of serving the people and being in ministry has been the most rewarding part of my year in the parish. After my ordination as a transitional deacon, I was able to help in the parish in a far greater way. As I wait for my ordination to the priesthood, my heart overflows with gratitude to God for this wonderful gift of vocation and the many ways God is leading me towards holiness and self-giving.
Generous Chancery Staff Models Solidarity
In his message for this issue, Bishop Cordeleone speaks of the solidarity in the context of Catholic Social Teaching. A great example of solidarity, in which we are “are all really responsible for all,” can be found among Chancery employees, including clergy, religious, and lay persons. Both planned and spontaneous charity is a constantly visible part of the culture among Diocese of Oakland Staff. Not surprisingly, many are among the thousands who support their own work and ministry through the Bishop’s Appeal. Many of their names appear on the donor honor rolls of almost every worthy Catholic program and of course in their own parishes. It doesn’t end there, however.
Collecting thousands of items of school supplies, including backpacks and everything that goes into them, has become an annual event to mark the end of summer. These supplies are then donated to one of the inner city Catholic schools to be distributed to students whose families can’t afford them. You can tell the holiday season is approaching when the annual Thanksgiving/Christmas food drive kicks off. Another great tradition is the Lenten Soup Meal program. Employee chefs contribute both ingredients and their time and culinary talent to supply the soup, which others enjoy in exchange for a contribution to a particular charity chosen by the host department. Beneficiaries have included Catholic (e.g. Catholic Charities, Elizabeth House) and non-Catholic programs (e.g. A Friendly Place, the Alameda County Food Bank), local programs (George Mark Children’s House, Bay Area Crisis Nursery) and good works as far away as the Tutwiler Mississippi Community Education Center, or the Mission Work of Deacon Stanley Lee (himself a former chancery employee) in the Philippines. More than a dozen charities have benefited in just recent years. And staff enlists others to join in their good works. Many of you have heard Chancery employees speak on behalf of the Bishop’s Appeal in your parishes. Our School for Pastoral Ministry, composed of students from parishes all over the Diocese have pooled donations to more than 20 organizations just in recent years, but have also contributed volunteer hours, food, clothes, equipment and supplies to other groups doing Christ’s work.
As we said, much Chancery charity is spontaneous. Even as this is being written staff members are enjoying a feast of native delicacies prepared by nine co-workers of Pacific Asian heritage—proceeds to benefit victims of the recent natural disasters in Asia. Among the crew are Father Herman Leong from Canon Law, Sister Felicia Sarati of Ethnic Ministry, Frances Landeza from Finance (and proud Mother of Father Jason Landeza, Oakland Police and Fire Department Chaplain) and Lisa Lee from our own Development Team. The original idea was the brainchild of Lizzette Chan, also of the Insurance and Benefits Department. When office e-mail announced a result of $825, Controller Paul Bongiovanni opined that a thousand sounded much better. In just a few minutes, more donations were pledged and new total exceeded $1,100.
An old sign above the bar in long-gone social club in San Francisco advised, “Never Stifle a Generous Impulse.” In the Catholic environment of the Chancery Office, few ever do. Please follow their example and support their ministry by contributing to the 2009 Bishop’s Appeal one more time this year.
Thanks for Taking Our Call
Many of you had a phone call at home from one of our representatives this summer. The decision to conduct a phonathon to boost the faltering Bishop’s Appeal was reached only after serious deliberation, since we know that telemarketing is a pet peeve of so many of us. The number of past donors who hadn’t contributed yet this year exceeded 30,000. That’s more than we could possibly hope to contact with staff or volunteers, but also more than we could ignore. We contracted with a reputable firm who has conducted phonathons for other Diocese all over the country. Only when we were assured that their callers were professional, courteous, well trained, and highly recommended by their other Diocesan clients did we take the next step. The Bishop and his advisors insisted that a thorough communications program precede the first call, so we informed every pastor, and encouraged them to inform their parishioners. We also announced our plans via our last mailing and in the Diocesan Digest. We only called households who had already identified themselves as friends of the Appeal through a prior gift. Callers were instructed to refer any questions, concerns or complaints directly to our Development Office, whose phone number appeared on caller ID.
We are happy to report that the numbers of complaints was extremely low and hope that we had the chance to apologize personally to everyone who was inconvenienced by our call. To all of you who took our call and especially those who responded by renewing their support, we cannot thank you enough. The dollar result of the 2009 campaign reflects the current economy and we still have a way to go to reach year-to-date 2008 and even farther to reach the lofty campaign goal of $2.1 million. We are happy to report, however, that the total of number of donors has already surpassed the full year totals of both 2007 and 2008. The phonathon recovered more than 1,000 lapsed donors and brought us $84,000 closer to our goal. We welcome our lost sheep back to the flock.

Escuelas católicas: formación en la fe para el futuro
La costumbre católica de ayudar a otra gente que no se conoce y quizá nunca se vea es un gran acto de fe. Puede que la economía aún esté lenta, pero la inversión en nuestras escuelas católicas más pobres de todos los rincones de la diócesis está generando altos rendimientos.
Los niños de nuestras escuelas de áreas urbanas deprimidas son un reflejo de la población de sus barrios. La mayor parte son minorías, como se les define nacionalmente, pero pertenecen de muchas formas a importantes grupos mayoritarios. Por ejemplo la mayoría, 80%, son católicos, y a medida que van conociendo mejor a Cristo, lo dan a conocer mejor entre sus vecinos católicos y no católicos. En su artículo Escuelas católicas: las volvería a escoger, publicado en el número más reciente de Catholic Update, Elizabeth Bookser Barkley observa, “… ¿dónde conocerá la próxima generación de líderes católicos las enseñanzas y la visión de la Iglesia actual? Otra mayoría a la que pertenecen nuestros estudiantes, y en la que de nuevo reflejan los barrios en los que viven, es la pobreza. 89% de ellos califican para los programas de almuerzo gratuito o de costo reducido. Las familias de bajos ingresos necesitan ayuda para pagar su educación en una escuela católica, a pesar de los esfuerzos de éstas por mantener colegiaturas accesibles. También resulta difícil para las escuelas recaudar en sus barrios empobrecidos los fondos necesarios. Así que siempre es bienvenida una mano de auxilio por parte de las parroquias de áreas más prósperas. Gracias a tales ayudas, la matriculación en nuestras siete escuelas más necesitadas de hecho se ha incrementado en 15%. Las escuelas están colaborando con otras escuelas de barrios pobres y organizaciones no lucrativas para ofrecer programas pre y post escolares, programas de verano y otras actividades enriquecedoras. Los índices de lectura en los primeros grados escolares han mejorado. Y la retención de maestros se ha incrementado dramáticamente desde el año pasado.

Los graduados de las primarias católicas alcanzan lugares sobresalientes en la preparatoria, casi todos se gradúan y la mayoría de ellos va a colegios universitarios de cuatro años y a universidades. Muchos son los primeros en sus familias en asistir al colegio y la universidad, rompiendo así el ciclo de pobreza en el que muchos de ellos nacieron.
Aunque tres de cada cuatro estudiantes graduados de la Escuela Primaria St. Jarlath se mantendrán en el cuadro de honor durante todo su bachillerato, esta no es la principal característica que distingue a dicha escuela. A sus estudiantes se les enseña no solo a conocer a Cristo sino a también seguir su ejemplo. Aunque muchas de sus familias aún batallan en el aspecto financiero, a los estudiantes constantemente se les ve participando en obras de caridad. A lo largo del año cada uno de los grupos recauda dinero a favor de causas escogidas por los mismos estudiantes. Apoyan a Caridades Católicas, a Community Outreach y apadrinan niños en países pobres como Sri Lanka y Guatemala, a través de la Fundación Cristiana para la Infancia.
El mismo compromiso con los pobres puede encontrarse en todas las escuelas católicas, sea en las áreas pobres o en los suburbios más acomodados. Al venir de una familia muy religiosa, fui criado en un hogar donde la oración y la misa dominical eran parte de las actividades normales de la familia. Al estudiar en una escuela católica, estuve en contacto con diferentes ministerios desde muy temprana edad: desde ser monaguillo hasta participar en el coro. Me gradué de preparatoria en el seminario menor y estudié durante un año en la Universidad de Santo Tomás, en Filipinas. Ese año de vida universitaria normal fue determinante en mi decisión de regresar al seminario. Estando rodeado de toda clase de gente en la universidad, me percaté de que no perdía todos los valores que había aprendido en mis años de seminario menor, sino que sentí la gran reafirmación de querer acercarme más a la Iglesia. Así que decidí continuar mis estudios de filosofía en el seminario mayor, y solicité mi incorporación a la Diócesis de Oakland antes de terminar mis estudios de teología.
El tiempo de mi año pastoral en la Parroquia Holy Spirit en Fremont tuvo un gran impacto en mi deseo de convertirme en sacerdote. Mi experiencia de servir a la gente y desempeñar mi ministerio ha sido la parte más gratificante de mi año pastoral en esa parroquia. Después de mi ordenación como diácono transitorio, pude dedicarme a ayudar en la parroquia en una forma más completa. En este compás de espera hacia mi ordenación, mi corazón rebosa de gratitud a Dios por este maravilloso don de la vocación sacerdotal, y por las muchas formas en que Dios me está guiando hacia la santidad y la autoentrega.
El generoso personal de la Cancillería, modelo de solidaridad
En su mensaje para este número de Resumen Diocesano, el Obispo Cordeleone habla de la solidaridad en el contexto de la Enseñanza Social Católica. Un gran ejemplo de solidaridad, en el que “realmente todos somos responsables de todos”, puede encontrarse entre los empleados de la Cancillería diocesana, incluyendo a los clérigos, a los religiosos y a los laicos. La caridad, tanto espontánea como organizada, es una parte constantemente visible de la cultura que se vive entre el personal de la Diócesis de Oakland. Así que no sorprende que muchos de ellos estén entre las miles de personas que apoyan su propio trabajo y ministerio a través de la Apelación del Obispo. Muchos de sus nombres aparecen en la lista de honor de donantes en casi todos los programas católicos importantes y por supuesto en sus propias parroquias. Sin embargo, la cosa no termina ahí.

Incluso en los momentos que escribimos esto, los miembros del personal diocesano están disfrutando una fiesta de antojitos nativos preparados por nueve compañeros de trabajo de herencia cultural Asia-Pacífico, de la cual lo recaudado será a beneficio de las víctimas de los recientes desastres naturales en Asia. En el equipo está el padre Herman Leong, del Departamento de Derecho Canónico, la hermana Felicia Sarati del Ministerio Étnico, Frances Landeza de Finanzas (la madre orgullosa del padre Jason Landeza, el capellán de la Policía y el Departamento de Bomberos de Oakland) y Lisa Lee, de nuestro equipo diocesano de Desarrollo. La idea original fue de Lizzette Chan, también del Departamento de Seguro y Beneficios. Cuando un correo electrónico de la oficina anunció que se habían recaudado $825 dólares, al Contralor Paul Bongiovanni le pareció que la palabra mil sonaba mucho mejor. En unos cuantos minutos se comprometieron más donaciones y el nuevo total excedió los $1,100 dólares.
Un antiguo anuncio arriba de la barra de un club social cerrado hace tiempo decía, “Nunca reprimas un impulso generoso”. En el ambiente católico de la oficina diocesana muy pocos lo hacen. Por favor sigan su ejemplo y apoyen su ministerio contribuyendo a la Apelación del Obispo 2009 una vez más este año.
Gracias por tomar nuestra llamada
Muchos de ustedes recibieron una llamada telefónica de nuestros representantes este verano. La decisión de lanzar un fonatón para impulsar la todavía vacilante Apelación del Obispo se tomó solo después de serias deliberaciones, ya que sabemos lo molesto que resulta el telemercadeo para muchos de nosotros. La cantidad de donantes anteriores que este año aún no habían contribuido excedían los 30,000. Eso era más de lo que podíamos esperar contactar con nuestro personal o voluntarios, pero también más de lo que podíamos ignorar. Contratamos a una firma de buena reputación, que había llevado a cabo fonatones para otras diócesis en todo el país. Hasta que nos cercioramos de que sus representantes eran profesionales, corteses, bien capacitados y altamente recomendados por otras diócesis, dimos el siguiente paso. El Obispo y sus asesores insistieron en que antes de la primera llamada se lanzara un cuidadoso programa de comunicación, así que se les informó a todos los párrocos y se les pidió que informaran a todos sus feligreses. También anunciamos nuestros planes a través del correo y en el Resumen Diocesano. Solo llamamos a hogares previamente identificados como amigos de la Apelación del Obispo por sus donativos anteriores. Se instruyó a los representantes que refirieran cualquier cuestionamiento, queja o preocupación directamente a nuestra Oficina de Desarrollo, cuyo número telefónico aparecía en el identificador de llamadas.
Tenemos el gusto de reportar que el número de quejas fue extremadamente bajo, y esperamos haber podido disculparnos personalmente con todas y cada una de las personas que se sintieron importunadas por nuestra llamada. Para todos los que tomaron nuestra llamada y en especial para quienes respondieron renovando su apoyo, va todo nuestro agradecimiento. El resultado monetario de la campaña 2009 refleja la actual situación económica y aún nos queda camino para alcanzar lo que llevábamos en estas fechas el año pasado, y más aún para llegar a nuestra elevada meta de $2.1 millones de dólares este año. Sin embargo, tenemos el gusto de informar que el número total de donantes este año ya rebasó el total anual de 2007 y 2008. El fonatón recuperó más de 1000 donantes remisos y nos aproximó $84,000 dólares a nuestra meta final. Les damos la bienvenida al rebaño a nuestras ovejas extraviadas.
