Au nom du Président de la République, Chef de l’Etat, et en celui du Premier Ministre, Chef du Gouvernement, je tiens à vous remercier pour votre présence, en ce lieu, qui prouve à suffisance notre préoccupation commune de régler durablement la question de la détention et de la circulation illicites des armes légères et de petit calibre, ALPC en sigle, particulièrement dans le District de l’Ituri.
L’objectif visé par cette vaste opération que je lancerai dans quelques instants, est d’éradiquer la circulation illicite d’armes à feu en vue de consolider la paix et de renforcer l’autorité de l’Etat dans cette partie de la République. Il existe, en effet, un réel besoin de contrôle et de gestion des stocks des ALPC afin, à court terme, d’en réduire la circulation illicite et la violence armée, et à long terme, d’en règlementer la détention, l’utilisation et le transfert, conformément aux normes régionales et internationales en vigueur.
L’opinion se rappellera que dès sa prise de pouvoir d’Etat en 2001, le Président de la République s’était résolument engagé à ramener la Paix, la Stabilité et la Sécurité sur l’ensemble du Territoire national en vue de créer des conditions propices au développement de notre Pays.
Depuis lors, ce processus est resté constant et le Désarmement Civil Volontaire initié ce jour constitue une étape importante vers le renforcement de la sécurité.
Mesdames et Messieurs ;
La République Démocratique du Congo, Pays post-conflit, est résolument engagéedans la lutte contre la prolifération des Armes Légères et de Petit Calibre conformément au Programme d’Action des Nations Unies(PoA) mis sur pied pour prévenir, combattre, et éliminer le commerce illicite des ALPC.
Dans cette perspective, cinq ans après sa création, la Commission Nationale de Contrôle des Armes Légères et de Petit Calibre et de la Réduction de la Violence armée en République Démocratique du Congo, en sigle CNC-ALPC/RDC, est en passe de concrétiser son projet de Désarmement Communautaire, qui constitue un débu tde l’application par notre Pays du Programme d’Action des Nations Unies, du Protocole de Nairobi, du Protocole de la SADC ainsi que de la Convention de Kinshasa sur les Armes Légères et de Petit Calibre.
Le Désarmement Civil Volontaire initié en Ituri, est un projet pilote qui, bien mené, nous servira de modèle pour les opérations similaires que la CNC-ALPC a programmé sur l’ensemble du territoire national. effet, Avec ses 2.345.409 Km2 de superficie et ses 9.600 Kms de frontières qu’elle partage avec neuf autres pays voisins qui ont aussi connu et dont certains connaissent encore des guerres, la République Démocratique du Congo connait sur certaines parties de son territoire, une circulation incontrôlée et un usage abusif des armes légères et de petit calibre générant ainsi divers maux tant décriés.
Ainsi, à travers son Plan d’Action National de Contrôle et de Gestion des ALPC 2012-2016, dont le Désarmement Civil Volontaire est l’un des projets phares, le Gouvernement de la République affiche sa ferme volonté de s’impliquer dans la lutte contre la circulation illicite des ALPC et dans la réduction de la violence armée, en référence aux instruments internationaux auxquels il a déjà souscrits.
Dans ce cadre, la proposition de loi sur les Armes Légères et de Petit Calibre, déjà adoptée au Parlement, une fois promulguée par le Chef de l’Etat, impulsera à coup sûr une nouvelle dynamique au processus de désarmement dans notre pays.
Concrètement, le Gouvernement, à travers la Réunion Ministérielle de la CNC-ALPC, fonde beaucoup d’espoir de ces opérations ainsi lancées ici en Ituri pour espérer amorcer la mise en ?uvre effective du Plan d’Action National de Contrôle et de gestion des ALPC.
L’Ituri constitue ainsi le point de départ de ce vaste programme établi par le CNC-ALPC. Mais le travail à accomplir par laCNC-ALPC, avec l’appui de ses partenaires, est énorme en vue d’éradiquer la détention et la circulation illicites des ALPC.
Le Gouvernement de la République, à travers mon Ministère qui assume la présidence de la Réunion Ministérielle de la CNC-ALPC, vous exhorte à plus d’abnégation dans la réalisation des missions que nous nous sommes fixées si nous espérons atteindre les objectifs spécifiques fixés par le Plan d’Action National, en conformité aux règles édictées par le PoA, dont notre Pays est signataire, notamment :
Renforcer les capacités du mécanisme institutionnel ainsi que ses déploiements en province;
Harmoniser les outils normatifs sur les ALPC conformément aux engagements régionaux et internationaux pris par la République Démocratique du Congo ;
Gérer efficacement les ALPC ;
Sensibiliser la population civile à la remise volontaire des ALPC et à son implication dans le processus ;
Récupérer les armes détenues illégalement par la population civile ;
Faciliter la coopération régionale et internationale par la participation de la République Démocratique du Congo aux forums ainsi que le rapport d’évolution de la situation liée aux ALPC ;
Faciliter la mobilisation des ressources financières pour la mise en ?uvre du Plan d’Action National dans la lutte contre la violence armée.
Mesdames et Messieurs ;
Avant de clore ce mot, je tiens à adresser mes vifs remerciements aux Gouvernement Allemand et Australien ainsi qu’au PNUD/RDC pour leur soutien financier en vue de la réalisation des missions dévolues à la CNC-ALPC.
Le champ d’action étant large et les défis à relever immenses, j’invite par ailleurs d’autres partenaires à se joindre aux efforts en cours pour accompagner notre Pays à consolider la paix à travers une gestion efficace des ALPC.
Je tiens, en outre, à rassurer la population du District de l'Iturie; le Gouvernement de la République a déjà pris des dispositions légales pour ne pas poursuivre en justice ceux de nos compatriotes qui remettront volontairement les armes qu’ils détiennent durant toute la période de Désarmement Civil Volontaire.
Sur ce, en ma qualité de Président de la Réunion Ministérielle de la CNC-ALPC, je déclare ouverte l’opération de Désarmement Civil Volontaire dans le District de l'iturie à laquelle je souhaite du reste pleins succès.

Ladies and Gentlemen,
On behalf of the President of the republic, the Chief of state and the prime minister, the head of government, I thank you all for being here, sufficiently proving our mutual preoccupation with durably regulating the question of chain of custody and illicit circulation of Small Arms and Light Weapons, it's acronym SALW, particularly in the district of Ituri.
The objective envisioned by this vast operation, which I will launch in a few moments, is to eradicate illicit circulation of fire arms, for the purpose of peace consolidation and to strengthen the authority of the state in this part of the republic. There ,in fact ,exists a real need for management control of SALW's, in order to reduce illicit circulation of violent arms in the short term, and to regulate custody, utilisation and cross-over in the long term, conforming to regional and international norms rigorously.
A sentiment that will be remembered is that upon taking power of the state in 2001, the President of the republic remotely committed to bringing peace, stability and security to the national territory, in order to create conditions conducive to development in our country.
Since then, this process has remained constant, and the voluntary civil disarmament operation launched today constitutes an important step towards the strengthening of security.
Ladies and Gentlemen,
The Democratic Republic of the Congo, a post-conflict country, is remotely committed to the fight against the proliferation of Small Arms and Light Weapons, conforming to the United Nations' programme of action, implemented to prevent, combat and eliminate illicit trade of SALW's.
With this perspective, 5 years after its creation, the national commission for the control of small arms and light weapons and reduction of armed violence in the Democratic Republic of the Congo ( its acronym CNC-ALPC/RDC) is on track to solidify it's community disarmament project, which constitutes a beginning of the application, by our country, of the United Nations' programme of action, the Nairobi protocol, the SADC protocol, as well as the Kinshasa convention on Small Arms and Light weapons.
The voluntary civil disarmament initiated in Ituri, is a pilot project which, well run, will serve us as a model for similar operations that the CNC-ALPC scheduled across the country. In fact, with it's 2,345,409 kilometre squared of land area and 9600 Km of shared borders with 9 other neighbours who have experienced, and some which still are experiencing wars, The DRC is familiar with an uncontrolled circulation and abusive use of small arms and light weapons, therefore generating different ailments as well as criticisms.
Thereby, through the national action plan for the control and management of SALW's 2012-2016, of which the voluntary civil disarmament is a highlight project, the government of the republic shows it's firm will to become engaged in the fight against illicit circulation of SALW, and the reduction of armed violence, referencing international instruments to which it has already subscribed.
In this context, the proposition of the law on SALW's already adopted by the government, once passed by the head of state, will instantly stimulate, on a new dynamic, the process of disarmament in our country.
Concretely, the government, through a ministerial meeting at CNC-ALPC, establishes high expectations for the operations launched here in Ituri, by hoping for an effective implementation of the national action plan for control and management of SALW's.
Ituri is therefore the starting point of this vast programme, established by the CNC-ALPC. But the work needed to be accomplished by the CNC-ALPC and it's partners, in order to eradicate illicit circulation and custody of SALW's.
The government, through my ministry, which holds the presidency of CNC-ALPC's ministerial meeting , urges more dedication in realising the missions that we have set ourselves if we hope to reach the specific objectives of the national action plan, in accordance to the rules established by the PoA, to which our country is a signatory, which include :
1 Strengthening the capacities of institutional mechanisms, as well as its deployment in the province.
2 Harmonize normative tools on SALW's, in accordance with regional and international commitments undertaken by the DRC.
3 Effectively manage SALW's
4 Make the civilian population aware of voluntary surrender of SALW's and it's involvement in the process.
5 Confiscate arms obtained illegally by the civilian population.
6 Facilitate regional and international co-operation through the DRC's participation in forums, as well as report on developments on the situation related to SALW's
7 Facilitate mobilisation of financial resources for the implementation of the National action plan in the fight against armed violence.
Ladies and Gentlemen,
Before concluding my speech, I have to address my thanks to the German and Australian government, as well as to the UNDP/DRC for their financial support in achieving the tasks entrusted to the CNC-ALPC.
The scope broad, and the challenges to overcome immense, I also invite the other partners to join in the efforts currently in place, to support our country in peace consolidation, through effective management of small arms and light weapons.
I also wish to reassure the population of Ituri that the Government has also taken legal measures to not prosecute our compatriots who voluntarily surrender their weapons during the period of voluntary civil disarmament.
With this, in my capacity as president of the CNC-ALPC's ministerial meeting, I declare the voluntary civil disarmament operation in Ituri open, to which I wish plenty of success.

French to English: Update on the Nationally Appropriate Mitigation actions in the DRC

Les NAMAs font partie des mesures concrètes prises à la conférences des parties à Cancun comme catalyseur des nouveaux paradigmes de développement qui consistent à allier le développement économique avec l’impérieuse nécessité de réduction des émissions de gaz à effet de serre.
En 2011, l’Union Européenne et le PNUD se sont mis ensemble pour développer le programme de renforcement des capacités sur les faibles émissions (LECB). Très rapidement, ce programme a reçu le soutien de nombreux autres bailleurs dont les principaux sont : l’Allemagne (BMU), l’Australie (AusAID) qui ont fourni plus de 40 millions USD. L’initiative s’étend aussi à l’échelle et comprend aujourd’hui plus de 25 pays à travers le monde dont la RDC.
La RDC a lancé son programme LECB en aout 2012. D’une durée de 36 mois, ce programme est exécuté sous le leadership du Ministère de l’environnement, conservation de la nature et tourisme (MECNT).
Il a pour objectif d’aider le pays à construire, par lui-même, sa stratégie nationale de développement sobre en carbone et à se préparer à sa mise en ?uvre prochaine. Les objectifs visés sont de trois ordres : aider le pays à : i) construire des systèmes solides de préparation des inventaires d’émission au niveau national, ii) formuler des Mesures d’Atténuation Appropriées à l’échelle Nationale (dont le sigle en anglais est NAMAs) pour les secteurs de l’Energie et de l’Agriculture et de lancer les bases d’une stratégie globale sobre en carbone, iii) mettre en place des systèmes MRV. Le projet est appelé à fonctionner en étroite collaboration avec les initiatives similaires en cours au niveau du pays, notamment le programme REDD+, l’élaboration de la troisième communication nationale ainsi du plan national climat. Le succès du projet repose donc sur un montage institutionnel qui soit à même de faciliter ce dialogue. Et au-delà des programmes, avec les secteurs vitaux de l’économie nationale ainsi que l’ensemble des partenaires et acteur de développement.
Les jalons de ce cadre de dialogue viennent d’être lancés avec la tenue d’un atelier national d’information sur le processus NAMAs en RDC, réunion tenue en mai 2013 et qui a permis :
de mettre en place les groupes techniques de travail (GTT) « Agriculture » et « Energie » tels que visés par le document de projet (il est prévu que ces groupes se muent plus tard en cellules du développement durable « CDD » au sein des ministères respectifs qui en ont mandat) ;
d’amorcer la réflexion le type de montage institutionnel à mettre en place pour favoriser le dialogue de politique intersectoriel ainsi que la formulation et la mise en ?uvre des programmes pertinents répondant à la vision du développement du pays.
Le PNUD vient d’initier une mission internationale d’appui au Ministère de l’Environnement, conservation de la Nature et Tourisme (MECNT) de la RDC sous le leadership du quel est piloté le processus NAMAs en RDC. A la suite d’un processus consultatif sur l’ensemble des parties, la mission vient de déboucher sur une série de recommandations dont les principales portent sur :
Comment améliorer le système national d’inventaire des GES ;
Comment faire évoluer les 44 idées NAMAs vers la formulation des NAMAs bancables dans les deux secteurs visés (et capitaliser sur l’ensemble d’efforts engagés par ailleurs)
Pour chacune de ces recommandations, une série d’actions sont recommandées et présentées sous forme d’une feuille de route (dont le calendrier s’étend jusqu’en 2015).
C’est au MECNT que revient le leadership sur l’élaboration d’une stratégie nationale de développement sobre en carbone (LEDS). Ce document est donc un outil de travail pour le MECNT.
Translation - English Update on the NAMAS operation in the Democratic Republic of the Congo.
The NAMAs operation is amongst the concrete measures taken at the party conference in Cancun as a catalyst for new development paradigms which consists of combining economic development with the pressing need to reduce the emission of greenhouse gasses.
In 2011, the European Union (EU) and the United Nations Development Programme (UNDP) partnered to develop the Low Emission Capacity Building Programme ( LECB). Very rapidly, this programme received support from other numerous sponsors, the principals of which are : BMU from Germany and AusAid from Australia who have donated more than 40 million US$. The initiative also extends widely, currently comprising of more than 25 countries worldwide, one of which is the Democratic Republic of the Congo.
The DRC launched the LECB programme in August 2012. For a duration of 36 months, the programme is executed under the leadership of the ministry of environment nature conservation and tourism.( MECNT)
The objectives of the programme is to help the country construct, by itself, its national low emission development strategy, and prepare for its next implementation. The aims envisioned are categorised into 3 : help the country to
1 ) Build solid systems to prepare for emission inventories on a national level
2 )Formulate Nationally Appropriate Mitigation Actions ( whose acronym is NAMAs in English.) in the areas of energy and agriculture, and lay a foundation for a global low-carbon emission strategy.
3 )Implement MRV systems.
The Project is expected to operate in close collaboration with similar ongoing national initiatives, notably, the United Nations' REDD programme, elaborating on the third national address, as well as the national climate strategy. The project's success therefore relies on an institutional framework able to facilitate this dialogue, and beyond the programmes, with vital national economy sectors as well as the ensemble of the development partners and players.
The groundwork for this dialogue was launched with the holding of a national workshop informing on NAMAs processes in the DRC in May 2013, which has enabled us to :
Implement the expertise of Technical Working Groups (TGW) “ Agriculture” and “Energy”, as referenced in the project document. ( It is intended that these groups will transform into durable development committees within the respective ministries who mandate.)
Begin thinking about the types of institutional arrangements to put in place to promote cross-sectoral political dialogue as well as the formulation and implementation of programmes pertinent to the vision of development.
The UNDP has just launched an international mission in support of the MECNT of the Democratic republic of the Congo, whose leadership pilots the NAMAs processes in the DRC. Following a consultative process with all parties, the mission has lead to a series of recommendations, whose principals focus on :
1 Improving the national Greenhouse Gasses inventory system
1 Evolving the 44 NAMAs ideas towards the formulation of reliable mitigation actions (NAMAs) in both covered sectors ( and to capitalise on group efforts by others.)
For each of these recommendations, a number of actions are advised and presented as a roadmap ( whose calendar runs until 2015)
It is MECNT who will take up leadership again on the low emission development strategy. This document is therefore a working tool for the ministry.
