令和5年11月20日
先に閣議決定いたしました「デフレ完全脱却のための総合経済対策」を受けて、今般、令和五年度補正予算を提出することといたしました。その御審議をお願いするに当たり、補正予算の大要について御説明申し上げます。
（はじめに）
日本経済につきましては、コロナ禍の三年間を乗り越えて改善しつつありますが、輸入物価の上昇に端を発する物価高の継続は、国民生活を圧迫し、回復に伴う生活実感の改善を妨げています。
こうした認識の下、十一月二日に、「デフレ完全脱却のための総合経済対策」を閣議決定いたしました。
総合経済対策は、変革を力強く進める「供給力の強化」と、不安定な足元を固め、物価高を乗り越える「国民への還元」の二つを「車の両輪」として、「新しい資本主義」の実現に向けた取組を更に加速するためのものです。
具体的には、物価高から国民生活を守ること、地方・中堅・中小企業を含めた持続的賃上げ、所得向上と地方の成長を実現すること、成長力の強化・高度化に資する国内投資を促進すること、人口減少を乗り越え、変化を力にする社会変革を起動・推進すること、国土強靱化、防災・減災など国民の安全・安心を確保することに取り組んでまいります。
Translation - English Finance Minister Suzuki's Fiscal Speech at the 212th Diet Session (November 20, 2023)

In response to the "Comprehensive Economic Measures to Completely Overcome Deflation" decided by the Cabinet earlier, we have decided to submit a supplementary budget for the 2023 fiscal year. In requesting its deliberation, I would like to provide an explanatory outline of the supplementary budget.
(Introduction)
The Japanese economy has been improving after overcoming the three years of the coronavirus pandemic. However, the continued rise in prices of goods stemming from the rise in import prices has put pressure on people's lives, and has prevented people from feeling that their everyday lives have improved as a result of the recovery.
Based on this recognition, on November 2nd, the Cabinet decided on the "Comprehensive Economic Measures to Completely Overcome Deflation."
The comprehensive economic measures aim to further accelerate efforts toward the realization of a "new capitalism," with the following two components working together as the “wheels of the vehicle”; the "strengthening of supply capability" that will vigorously promote reform, and the "giving back to the people” that will solidify the precarious footing and overcome high prices.
Specifically, we will work to protect people's lives from high prices, to achieve sustainable wage increases for local, mid-tier and small-to-medium sized enterprises, to achieve income growth and regional growth, to promote domestic investments that contribute to the strengthening and upgrading of growth capability, to overcome population decline and launch/promote social transformation that is empowered by change, and to ensure the safety and security of the people through national resilience, disaster prevention and disaster mitigation.

Source text - Japanese 一連の働き方改革も、労働生産性を持続的に高めていくことを主眼に置いていますが、女性活躍推進も同様の考え方に基づきます。当社はかつて、新卒女性総合職の採用比率の目標を30%と設定した時期がありましたが、数字ありきでは良い結果は伴いません。当社の場合も各組織での体制整備や個人適性の最適化が不十分であった結果、残念なことにその多くが退職していきました。これを教訓に、朝型勤務や託児所の設置といった仕事と育児を両立できる環境の整備を優先し、当社の女性社員の出生率が東京都や全国の値を大きく超える等、環境の十分な整備を見定めた上で、女性活躍推進委員会を設置し、取組みを本格化しました。その過程では、女性活躍推進の知見が豊富な[ ]元取締役に大変なご尽力をいただきましたが、このたび[ ]取締役にその襷が受け継がれました。長期に亘り社外取締役を務めていただいた[ ]氏は今回ご退任となりましたが、引続き顧問委員会のメンバーとして、お知恵を拝借しています。
Translation - English A series of work style reforms have focused on continuously increasing labor productivity, and promoting women's empowerment is based on the same idea. There was a time when our company set a target of 30% for the hiring ratio of new female graduates in career-track general positions, but relying on numbers alone will not yield good results. In the case of our company as well, as a result of inadequate infrastructure development and optimization of individual aptitude in each organization, many of them unfortunately left the company. Learning from this, we have prioritized creating an environment that allows for both work and childcare, such as morning shifts and establishing a daycare center, and we have worked to create a sufficient environment for our female employees so much so that the birthrate of our female employees has far exceeded that of Tokyo and that of Japan. Thereafter we have stepped up our efforts full-scale and set up a committee to promote women's advancement. During this process, former Director [ ], who has a wealth of knowledge in promoting the advancement of women, made a tremendous effort, and now Director [ ] has taken on this role. Mr. [ ], who served as an outside Director for a long time, has now retired. However, we continue to benefit from his wisdom, as he stays on as a member of the Advisory Board.
