As you say both terms relate to policies on expenses, I presume you need to differentiate these two apparently similar items. Relocation refers to the transfer of a person to a new place of residence, and covers wide range of expenses (relocation allowance, etc.). Removal expenses would normally be used exclusively for the shipment of belongings.
