Proper Law is applied in the choice of law stage of a lawsuit involving the Conflict of Laws.

Il s'agit d'une fédération inernationale.
Les compétitions ont lieu dans différents pays, chacun ayant sa propre législation.
Law prend dans ce contexte son sens le plus large qui est législation et qui englobe toutes les lois du pays où se déroule la compétition.
J'ai ajouté "au pays", ce qui est clair en français ; l'anglais étant plus succinct.
