enactment of statutes
Does 'enactment of statutes translate as 'تصویب قوانین'? If not, what's your suggestion? Here, statute is different from law, isn't it? Perhaps it should be translated as قوانین موضوعه. I'm not sure.
The ultimate power to make new law rests with Parliament (which in turn is
represented by the House of Lords and the House of Commons) through the enactment of
statutes, but subject also to the involvement of the monarch since any new Parliamentary
bill requires the Royal Assent in order to become effective as law

I think you can also omit موضوعه because موضوعه means وضع شده and enactment means وضع کردن or تصویب کردن so we can have وضع قوانین or تصویب قوانین
