Each institution decides what 'proficient' means, by having its own minimum proficiency levels, largely equating 'proficiency' with being 'adequately prepared.' Even though CEFR uses 'proficient user' as a label for its C1/C2 levels, with regard to ACTFL, proficiency is understood as a range. Intermedio or intermediate could easily (and probably does) include several levels, e.g., low-intermediate, mid-intermediate, and high-intermediate, or Intermediate Low, Intermediate Mid, or Intermediate High, to use ACTFL's terminology. I don't see an issue with 'proficiency' in this context. That's my take at least. Happy 2022, Darius :-) |
