I can't figure out what this expression means. This is the context, from a recorded focus group in Colombia about women who receive cash assistance for women (migrants and victims of gender-based violence), and safety and other issues they experience at home or on the street when they pick up the funds:

Yo creo que más que todo, la violencia que se ha recibido, claro, algunas personas, hombres que han asaltado a personas saliendo, porque las cazan afuera también y para robarle la bendición que les mandan, pero yo creo que todo en entidades a veces las 'tiran de vivas' y ellos “ay si, no, esto es lo que les corresponde” y resulta que les falta bastante dinero al beneficio que le dan.

as in the first discussion entry and Patinba's 'pull a fast one' > pero yo creo que todo en entidades a veces (se) las 'tiran de vivas' : but I believe that everything at these institutions is at times /AmE: oftentimes / geared or tilted to taking them for a ride (the collectors of the hand-outs)....' y ellos “ay si, no, esto es lo que les corresponde” y resulta que les falta bastante dinero al beneficio que le dan > and they end up "oh, yes or rather no. This is all they are entitled to", leaving them short of money going to the intended beneficiary.
