It's operational amplifier, Op-Amp for short. It is usually called オペアンプ in Japanese but I guess your text is from a patent and it ought to sound solemn. Many, many years ago op-amps were used to build an analog calculator (as opposed to digital computer), hence the name.

演算増幅器 in Japanese is definitely the operational amplifier, but the context "上記基準電圧の比較、制御電圧の発生" is the function of a (voltage) comparator which is one of the applications of operational amplifier.
