state authority.« This is the first article of our constitution, the Basic Law for the
Federal Republic of Germany. The German people gave itself this Basic Law on the
strength of its constituent power: »Conscious of their responsibility before God and
man«. All people are equal in the eyes of God. Consequently, Christian and humanist-liberal
teachings lay emphasis on the personality of the human being. The individual
should not be regarded as a malleable object in the hands of collectivist social
planners, or as an exploitable resource for particularistic economic interests and
politicians who already consider redistribution as an acceptable form of social policy.
The human being has to be free in order to be able to assume responsibility in the
eyes of God as well as for him or herself. Human dignity also includes the possibility of making one’s own living, in so far as the individual is capable of this. Above all, self
respect arises from work and preoccupation.
A community is more than a collection of individuals. As »social beings« humans are
certainly prepared to contribute public spirit to a community. In the long term no
society is able to survive without public spirit. The human being’s dual nature –
wanting to be free in order to prove oneself and at the same time feel safe as an
integral part of a community for which one is also prepared to make an effort – is the
basis of the Social Market Economy. Of course, public spirit should not be overexerted
otherwise people feel they are being exploited. If the state increasingly regulates a
society through collective redistribution, it stifles private initiative. Public spirit withers.

Source text - English There are two international legal regimes that deal with access and benefit sharing of genetic resources or have a supportive role:
The Convention of Biological Diversity (CBD) with Article 15: Access to Genetic Resources (ABS) for biodiversity in general and based on bi-lateral agreements (1992). The principles of ABS are specified in the Bonn Guidelines on Access to Genetic Resources and are likely to form the basis of an international ABS regime.
The International Treaty of Plant Genetic Resources for Food and Agriculture (ITPGRFA). Article 10-13 demands a multilateral system of ABS; the Treaty as such is restricted to 35 food crops, 15 forage legumes, 12 grass forages and 2 other forages. (2001).
Implementation of ABS is only within CBD. The implementation process of IT is not yet in a stage to allow ABS.
A conflictive role has the TRIPS Agreement of WTO - a global regime for intellectual property rights (IPR’s) over biological resources. TRIPS has significant implications for WTO member states , which are now obliged to implement minimum IPR standards.

Source text - Chinese 欧洲工业国家建筑能耗占总能耗的40%,工业和交通能耗各占30%。既有住宅建筑能耗在160-200kWh/m2.a。
2005年我国建筑能耗占总能耗的27%左右,并有逐步增加的趋势。我国既有住宅建筑能耗大致与欧洲和德国能耗相近。
欧洲尤其是德国高度重视建筑节能,从1976年到2007年连续7次修订建筑节能法规,在2007年的建筑节能法规中规定新建建筑单位居住面积一次能源消耗不得超过70kWh/m2.a,同时又规定的外围护结构的传热系数。法规同时规定,出租和出售的建筑必须出具能源证书,反映出该建筑物的热工性能。
为了推动建筑节能,德国除了出台相应的法规标准,同时给与信贷支持,鼓励业主采取节能措施。
对于建筑节能措施的效果,德国进行全寿命周期的评估,除了经济性评估外,同时进行生态评估和能源平衡评估。节能措施尤其是建筑外保温是一个能量投入过程,需要通过节能得到回报。如果施工质量差,在不到3-5年时间里出现开裂失效,就会造成经济和能效的损失。
所以欧洲和德国高度重视建筑保温材料和体系的质量,外保温必须进行体系认证,施工人员必须培训上岗,才能保证外保温在使用30到40年后依然如新。
施工监理是保证质量的重要环节。德国施工监理有两种模式:设计院同时负责施工监理或独立监理。施工监理有非常大的监理权,只有监理质量验收后才允许付款,这是对投资方和银行的一种保障机制。
我国北方采暖地区城市有65亿平米既有住宅建筑,其中25亿急需修缮和节能改造,按照每平米350元人民币计算,市场规模达8000亿人民币。
根据唐山示范项目的改造效果,预计平均节能可达到40%以上。如按单位建筑面积能耗110kWh/m2.a计算,节能40%即44kWh/m2.a。年节煤可达2000多万吨,减少CO2排放5000多万吨。如果加上热网和锅炉改造,节能量可达到70%左右。
我国开展建筑节能在新建建筑上已有相应法规和标准,已经成为规模。但是质量参差不齐。对于既有居住建筑的节能改造刚刚起步。既有居住建筑节能改造难度很大。根据我们的体会,20%难度在技术方案,30%难度在资金落实,50%难度在群众工作。既有居住节能改造施工难度也不同于新建建筑,需要许多精细的节点处理。
为了保证我国经济和社会的可持续发展,节约能源和资源、环境和气候保护已经成为我国的重要国策。对于建筑业来说,建筑节能是一块巨大的市场,但需要科学的项目设计,系统的项目管理,细致耐心的群众工作和精细的施工质量。做好人员和技术上的准备,就能赢得市场,赢得机遇。
Translation - English In European industrial countries, buildings account for 40% of total energy consumption, while industry and transport each accounts for 30% of the total. The energy consumption of existing residential buildings is 160-200 kWh/m2.a.
In 2005, 27% of the total energy consumption in China was attributed to buildings, which is on the rise. The energy consumption of existing residential buildings in China was close to those in Europe and in Germany.
BEE is highly emphasized in Europe, particularly in Germany, where BEE law underwent 7 revisions during the period from 1976 to 2007. The BEE law in 2007 prescribed that primary energy consumption of unit living space in new buildings shall not exceed 70kWh/m2.a, and specified the heat transfer coefficients of the building envelop. The law also stipulated that the Energy Passport must be presented for the lease and sale of buildings to show their thermal performance.
In order to promote BEE, apart from the launch of relevant laws and standards, credit supports are offered to owners as incentives to their decisions to take energy efficiency measures in Germany.
Full life cycle evaluations on effects of BEE measures are adopted in Germany from the angles of ecology and energy resource balance in addition to economy. Energy efficiency measure, especially the external insulation of buildings, is a process of energy input that needs returns through energy efficiency. If the engineering quality is so poor that cracks and failures occur in less than 3-5 years, economic and energy efficiency losses will be incurred.
That is why great attentions are paid to the quality of insulating materials and systems in Europe including Germany. Only when the external insulation system is certified, and all workers are trained before going on duty, can the external insulation work even after 30-40 years.
Construction supervision is a key stage in quality assurance and is carried out in two patterns in Germany: supervision by designer or by independent supervisor. The supervisor has such a great power that no payment shall be made until the supervisor has inspected and accepted the work. This is a guarantee system for both investors and banks.
There are 6.5 billion m2 existing residential buildings in northern urban areas in China that require heating, of which 2.5 billion m2 are in urgent need of renovation and energy efficiency retrofitting. The market size will be 800 billion RMB based on 350 RMB per m2.
According to the retrofitting results of the pilot project in Tangshan, averagely more than 40% energy saving can be expected, which is 44kWh/m2.a based on 110kWh/m2.a energy consumption per unit building area. And over 20 million tons coal can be saved a year with CO2 emission down by over 50 million tons. Plus retrofitting of heating pipeline network and boilers, 70% energy saving can be achieved.
Relevant laws and standards concerning BEE in new buildings have been released, but their applications are large in scale but vary in quality. The energy efficiency retrofitting in existing residential buildings has just begun with great difficulties. According to our experience, 20% of the obstacles lie in technical solution, 30% in availability of funds and 50% in the mass work. The difficulties in renovating existing residential buildings differ from those in new buildings, with many joints needing elaborate treatment.
In order to keep economic and social development sustainable in China, energy and resource conservation and climate protection have become important national policies. With respect to the construction industry, BEE is a huge market that requires scientific project design, systematic project management, carefulness and patience in mass work and refined engineering quality. Good preparations in human resource and technology mean market and opportunity.

2001年,在国际米价持续下跌的背景下,泰国曾试图发起建立 “大米池”(rice pool),一个在效果上类似于大米卡特尔的组织,以稳定世界大米价格。当时只有越南表示支持,该计划无果而终。
2002年10月,中国、泰国、越南、印度和巴基斯坦在曼谷召开首界大米贸易合作部长会议。会上,泰国呼吁采取集体行动,通过组建大米贸易合作委员会,形成一种终价稳定的机制,以达到稳定出口价的目的。9日,大米贸易合作委员会(CRTC)宣告成立。该委员会的工作包括信息交流、技术合作和促进贸易等内容,短期目标是促使大米价格恢复到1997年的水平。不过,各成员国在一些问题上的认识并不一致,有的认为仅靠5个国家的努力不足以稳定国际价格,有的认为稳价机制只是在短期内有效而在中、长期却无能为力,有的甚至担心用于维持稳价机制的成本可能会超过收益。

Translation - English 1. Setup of a collaborative organization
The collaborative organization is set up so that when the international rice price vibrates out of the way, effective measures can be taken to prevent from and avoid extremely dramatic up and down of the rice price.
In 2001 when the international rice price was running on a descending path, Thailand attempted to initialize the setup of a ‘rice pool’, an organization with similar purposes as of a rice cartel in order to settle the world rice price. Only backed by Viet Nam, the proposal was finally suspended.
In Oct. 2002, the first Conference of Ministers of Rice Trade was held in Bangkok participated by China, Thailand, Viet Nam, India and Pakistan, where an collective action was called on by Thailand to form an end-price stability system by founding a Council on Rice Trade Cooperation (CRTC) in order to stabilize the export price. On the ninth of the same month, the CRTC was announced to be set up, the duties of which include information exchange, technical cooperation and trade promotion with a short-term aim to drive the rice price up to such a level as in 1997. Nevertheless, consensus was not built up on all issues among all members. Some argued that the power of only 5 countries was not strong enough to stabilize the international price; some commented that the stability system could only work in a short period of time rather than in a longer term; and some even worried that the costs for running such a stability system may exceed the profits made.
As observed, the international rice price has indeed bounced back in a steady pace since the establishment of CRTC. Frankly speaking, however, the incumbent CRTC is still problematic and weak in a number of aspects which needs continuous improvement in the future.
