Source text - English Tourism plays a key role in Djibouti’s Vision 2035 with the goal of attracting 500,000 visitors by 2030. As a major potential source of employment and foreign currency the government has prioritised the realisation of its plans for the sector. The ONTD, Djibouti’s national tourism authority headed up by the incoming Director General Osman Abdi Mohamed has developed a strategic plan for the development of tourism in collaboration with the World Bank and the UNDP. This plan lays out a holistic roadmap for the development of the entire sector.
The ONTD is seeking to develop two key attractions in order to achieve its goals. Firstly, the high regional and international demand for Red Sea, sun sea and sand tourism and secondly the countries unique ecological and geological assets. In this regard the government has sent a list of 10 national landmarks for the consideration of UNESCO as world heritage sites.
Despite the considerable gap between current numbers and its target of 500,000 visitors, over the last 10 years the sector has seen the number of arrivals increase by 35 times to 73,000 in 2015. Although according to the ONTD business tourism currently constitutes 98% of the market.
Recently the World Bank reported that the country is only exploiting 10% of its tourism potential. Due to limited connectivity, regional instability and lack of facilities. However, this situation is being challenged by Djibouti’s unique relationship with its neighbour Ethiopia. Djibouti is informally known as the port of Ethiopia but it also has the potential to be the beach destination for its land locked neighbour (with more than 100 million population) especially as connectivity improves. New infrastructure such as the 1000 seater Ethio-Djibouti railway and flights from fledgling national carrier Air Djibouti have all but commenced giving Ethiopia’s growing middle class easy access to the stunning Moucha Islands and Red Sea coastline. Two new airports are also currently under construction which will also significantly raise the annual capacity for air passenger arrivals.
Many of Djibouti’s areas of outstanding natural beauty remain pristine and under exploited. The high demand for hotel rooms represents an increasingly attractive opportunity for investors along with retail and commercial infrastructure. Current occupancy rates stand at over 92%.
Special economic areas have been declared along the Northern coast in order to boost the construction of new accommodation infrastructure. Using Egypt’s development model for Sharm El Sheikh local authorities are preparing a vast development program to attract snorkelling and scuba diving tourists, taking advantage of the beauty of the pristine Red Sea ocean environment. In the near term, as one of the most fascinating areas of the African continent, The Republic of Djibouti is an ideal destination for eco-tourism.

En tant que source potentielle majeure d’emplois et de devises étrangères, le gouvernement a mis la priorité pour la mise en oeuvre de ses programmes dans le secteur touristique. L’ONTD, l’autorité du tourisme national de Djibouti, dirigée par le nouveau directeur général Osman Abdi Mohamed, a développé un programme stratégique pour le développement du tourisme en collaboration avec la Banque Mondiale et le PNUD. Ce programme définit une approche globale pour le développement de ce secteur dans son intégralité.
L’ONTD cherche à développer deux attractions clefs afin d’atteindre ses objectifs. Tout d’abord, la demande élevée, nationale et internationale, vis-à-vis de la mer Rouge et des activités balnéaires puis dans un second temps les ressources écologiques et géologiques uniques du pays. A cet égard, le gouvernement a envoyé une liste de 10 symboles nationaux à considérer comme sites patrimoniaux mondiaux de l’UNESCO.
En dépit du fossé considérable existant entre le nombre de visiteurs actuels et les 500.000 visiteurs souhaités, le nombre d’arrivées est passé à 73.000 visiteurs en 2015, soit 35 fois plus qu’il y a 10 ans. De plus, selon l’ONTD, le tourisme d’affaires constitue actuellement 98 % du marché.
Récemment, la Banque Mondial a reporté que le pays n’exploite que 10 % de son potentiel touristique. Ceci est dû aux connectivités limitées, aux instabilités régionales et au manque de facilités. Cependant, cette situation est un véritable challenge du fait des relations uniques de Djibouti avec l’Ethiopie voisine. En effet, Djibouti est officieusement connue comme le port de l’Ethiopie mais elle possède également le potentiel nécessaire pour devenir une destination balnéaire pour les pays enclavés limitrophes (avec plus de 100 millions d’habitants), en particulier si les connectivités sont améliorées. De nouvelles infrastructures, telles que la ligne ferroviaire de 1.000 places entre l’Ethiopie et Djibouti et les lignes aériennes nationales de la compagnie aérienne Air Djibouti offrent à la classe moyenne de l’Ethiopie un accès facile aux incroyables îles Moucha et aux côtes de la mer Rouge. Deux nouveaux aéroports sont actuellement en construction ce qui accroitra grandement la capacité annuelle de passagers aériens.
De nombreuses zones de Djibouti sont encore vierges et possèdent une beauté naturelle incroyable qui est sous-exploitée. La forte demande de chambre d’hôtels représente une opportunité attractive en pleine croissance pour les investisseurs ainsi que pour les infrastructures commerciales et de détails. Le taux d’occupation actuel est de plus de 92 %.
Des zones d’activités économiques ont été mises en place le long de la côte nord afin de stimuler la construction de nouvelles infrastructures d’hébergement. En s’appuyant sur le modèle de développement égyptien de Sharm El Sheikh, les autorités locales préparent un large programme de développement afin de promouvoir le tourisme basé sur la plongée sous-marine en bouteille et avec masque et tuba, pour tirer profit de la beauté immaculée de la mer Rouge. En d’autres termes, la République de Djibouti, en tant que l’une des zones les plus fascinantes du continent africain, est une destination rêvée pour l’éco-tourisme.
